He or she uses an 'Inverted Pyramid'. It means, the most important part goes first. Then comes the details.
If you have any doubt, check today's newspaper. The headline gives you a good idea what the news is about. Then read the first line of the news item and you get a fairly good idea about the event being reported. If you don't want to go to the second paragraph, no problem.
